Although the foil doesnt bind to the wire, there is enough pressure between the foil and drain wire for the foil to be well grounded. Components of UNI-ES multipairs are counter twisted and lubricated in a special way that makes the cable highly resistant to twists to give it a long service life. The drain wire is tightly twisted to make it easier to work with and solder. It also significantly improves IDC connectivity; - the tight twist gives the wire more body so it doesnt collapse like a normal, loosely twisted wire.
